Minister of local government and housing Garry Nkombo has revealed that most councils are unable to do road markings and patch up potholes within their localities due to budget constraints.

Mr. Nkombo however says the delay and failure to implement pothole patching is largely due to the fact most local authorities are dependent on government grants as they are not capable to generate enough revenue for road maintenance.

Meanwhile the minister has also bemoaned the tendency by certain individuals who do not want to adhere to the regional planning act but instead prefer to erect buildings in undesignated places.

Mr. Nkombo has since appealed to citizens to demand for planning and building authority each time they see something is been built in suspicious places as it is within their right to do so.

The minister was responding to a question by Mulobezi Member Of parliament Raphael Mabenga who wanted to find out what the delay is by local authorities to carry out maintenance of roads within their localities.
